If you want cheap protection, get stacks of 8 1/2 X11 files full of say, patient info papers in them. I was confident of massive penetration, put two feet of files horizontally in my basement to compare penetration of .45 acp JHP and 9 mm JHP. LOL. Fired from six inches and neither one even went an inch. Dense paper is cheap and wtf tough! No expansion either? they should make cheap vests out of old medical files.

Mythbusters made a car bullet-proof by lining the inside with phone books. They shot at it with numerous caliber weapons and something like all but the bazooka failed to penetrate the phone books.

It is not a realistic way to drive around, let alone fuel-efficient, but yes, thick-enough paper armor DOES stop bullets.
