I don’t live in an urban environment, our only water supply is untreated rainwater (so no flouride or chlorine but probably contains small amounts of bird crap and gum leaf “tea”!) although it usually gets boiled for tea and coffee and fortunately we don’t live anywhere near an industrial centre. Yes, canned goods will last a long time provided it is stored properly and not dented or otherwise damaged, the expiry dates I think are there because the can manufacturers won’t guarantee their safety past a certain date. In terms of protecting your “stash” I think the biggest threat will be from government officials going door to door collecting your supplies “for redistribution” so it would probably help to keep a small supply that they can raid and hide the rest – preferably in several places, this might also save something in case of armed incursion. Yes, an urban environment is not the ideal place to be if/when shtf, just my 2 cents worth!
